The applicant seeks the following:
a. The applicant seeks an Extension of Term for the Special
Permit permitting
a drive through facility for
the McDonald’s Restaurant.
Mr. William Guarinello, Chairman of Community Board 11 opened
the Public Hearing and inquired if anyone sought recognition on
this matter. Hearing none, a motion was made by Angelo
Siciliano to close the Public Hearing. Seconded by Man Wai
Lau. Unanimously adopted.
II. BSA Calendar # 5-03-B

The applicant
seeks to legalize an existing one story rear enlargement.
The Chairman inquired if anyone sought recognition on this
matter. Hearing none, a motion was made by Leone Demolfetto to
close the Public Hearing. Seconded by Victor Allegretti.
Unanimously adopted.
Public Portion
Mel Henkle from the Brooklyn Public Library, Highlawn Branch
advised that there has been confusion amongst the employees
regarding parking regulations due to a missing Alternate Parking
Sign.
Loretta Papandrea addressed the Board regarding the co-naming of
86 Street between 15 Avenue and Bay 8 Street, in honor of her
husband Giuseppe Papandrea who was tragically killed two months
ago by a hit and run driver.
Mr. Guarinello advised that the Board received the written
request and will address the issue during the board meeting.
Mr. Guarinello inquired if anyone else from the public sought
recognition. Hearing none, a motion was made by Patricia
Monachino to close the public portion of the meeting. Seconded
by Frank Segreto. Unanimously adopted.
Minutes
A motion was made by Louisa Verito to accept the minutes of
January 9, 2003. Seconded by Rabbi Gary Pollack. Unanimously
adopted.
Moment of Silence
Mr. Guarinello with deep regret advised the Board that Sanford
Zwickler, who served this Board for many years passed away. Mr.
Guarinello requested a moment of silence in his honor.
Planning & Zoning

The applicant
seeks an Extension of Term for the Special Permit permitting
a drive through facility for the McDonald’s Restaurant.
Frank Segreto, Chair
of the Planning and Zoning Committee reported that the committee
received no objections to the extension of tem for the special
permit. John DiVeglio recommended that the trash be collected
more frequently. Mr. Segreto recommended approval of the
special permit.
A motion was made by
Victor Allegretti to approve the extension of term for a special
permit permitting a drive through facility for the McDonald’s
Restaurant. Seconded by Don Clark. Unanimously adopted.

The applicant
seeks to legalize an existing one story rear enlargement.
Mr. Segreto advised
that the approval of this variance will not alter or impact the
character of the surrounding area. The application was made to
legalize the existing conditions and a 10 foot by 30 foot
closed-in space. The committee recommends approval.
A motion was made by
Louisa Verito to approve the legalization of an existing one
story rear enlargement at 2276 86 Street. Seconded by Don
Clark. Unanimously adopted.
Chairman’s Report
Mr. Guarinello
reported that Community Board 11’s agency responses to project
priorities for fiscal year 2004 have been received and copies
are available.
The Chair advised
that New York City’s Office of Emergency Management has been
notified of the increased alert level set by the Department of
Homeland Security. New Yorkers should feel assured that the
City has been and will continue to prepare and effectively
respond to all threats and incidents.
The Office of
Emergency Management recommends that New Yorkers assemble three
components to prepare your household in the event of an
emergency or disaster. Literature is available for those who
are interested.
Mr. Guarinello
announces that Senator Golden plans to honor community women in
conjunction with Women’s History Month. If anyone is interested
in nominating women who have performed outstanding service in
their profession and/or community may submit an essay and
nomination form to Senator Golden’s office.
62 Precinct
Captain Consecaio
reported that due to the elevated terror alert there have been
increased patrols on the local level. In addition, there are
three or four locations within Community Board 11 that are
deemed possible targets and every precaution has been taken to
make sure these areas are safeguarded.
The Captain advised
those present to call the Precinct if they had any concerns.
Mr. Guarinello
commended the Captain and the Community Affairs Officers at the
62 Precinct for a job well done.
Assemblyman Abbate
Assemblyman Abbate
advised that the proposed budget calls for the elimination of
the pre-kindergarten program, and increased class sizes. The
Assemblyman called for the re-instatement of the commuter tax to
help ease the budget deficit. He advised that he would be in
Albany fighting to get these proposed cuts restored.
Committee Reports
Parks Committee
Patricia Monachino,
Chair of the Parks and Libraries Committee, made a motion to
co-name 86 Street between 15 Avenue and Bay 8 Street to Giuseppe
“Joe” Papandrea Way. Seconded by Angelo Siciliano. Unanimously
adopted.
District Manager’s Report
Howard Feuer,
District Manager, advised that the Office of Emergency
Management recommends that households have a preparedness plan
in place in case of an emergency. Literature is available for
those who are interested.
Mr. Feuer advised
that Mayor Bloomberg has signed into legislation Intro 294 which
pertains to sidewalk cafes. The new legislation will make the
Department of Consumer Affairs responsible for the entire
licensing process and will streamline the procedure making it
easier for businesses to file.
The District Manager
advised that Community Emergency Response Team applications are
available for those residents that are interested in joining.
Mr. Feuer updated the
Board on the Magen David Yeshiva project located at 2106
McDonald Avenue. The building that occupied the lot has been
demolished, the area has been fenced and the project is moving
forward.
Mr. Feuer advised
that the Parks Department is in the process of reviewing the
Requests for Proposals for the Nellie Bly Amusement Park. An
answer should be received in about a week and a report will be
given at next month’s meeting.
A motion to adjourn
was made by Eileen LaRuffa. Seconded by Louisa Verito.
Unanimously adopted.
