Minutes of Community Board 11’s General Meeting
Held on December 11, 2003at the
Sephardic Home, 2266 Cropsey Avenue.

Mr. William R. Guarinello, Chairman of Community Board 11 opened the
meeting.

Public Portion

Greg Atkins, Chief of Staff for the Brooklyn Borough President introduced
himself and advised that he is available for any issues that may arise,
as well as Camille Socci, who is Community Board 11's liaison for the
Borough President.

The Chairman inquired if anyone else from the public sought recognition.
Hearing none, a motion was made by Don Clark to close the Public Portion
of the meeting.  Seconded by Eileen LaRuffa.  Unanimously adopted.


Minutes

A motion was made by Frank Segreto to accept the minutes of the November
13, 2003 meeting.  Seconded by Angelo Siciliano.  Unanimously adopted.


Chairman's Report

Mr. Guarinello welcomed and introduced Bart Allegretti who has been
appointed to Community Board 11.  

The Chairman complimented the Department of Sanitation on their clean-up
efforts after the December 5th snowstorm.  Their quick response made the
streets passable by Sunday evening.  

Mr. Guarinello advised that Community Board 11 has received a request
from the family of Rita Blau to co-name the corner of Bath Avenue and 16
Avenue.  Ms. Blau was a victim of September 11th who was employed by
Fiduciary Trust which was located on the 90th Floor of 2 World Trade.

A motion was made by Don Clark to waive a committee report and co-name
Bath Avenue and 16 Avenue in memory of Rita Blau.  Seconded by Frank
Segreto.  Unanimously adopted.  

Mr. Guarinello thanked the Board for their empathy and sympathy towards
the families of those who lost relatives on September 11th.

The Chairman advised that the agenda has been abbreviated due to the
generosity of Steve Camastra who has provided a collation this evening in
celebration of the upcoming holidays.


District Manager's Report

Howard Feuer advised that Community Board 11 has received an application
from Consumer Affairs seeking a recommendation for an enclosed Sidewalk
Café at Tasty Pizza and Pasta located at 1707/1709 86 Street.  The
application will be forwarded to the Planning and Zoning Committee for
review.  

The District Manager reported that the Kids R Us located in the Ceasars
Bay Shopping Center will be closing and Babies R Us will be opening.

Mr. Feuer reported that Kohl's Department Store will be opening in the
former K-Mart and the anticipated opening is late 2004.  This store will
be the Kohl's flagship location.

The District Manager on behalf of the Board congratulated Lauren Clark,
daughter of Don Clark, on being elected School President of St.
Athanasius.  

Howard Feuer advised that at the January meeting the Alliance of Bay
Ridge Block Associations will make a presentation regarding curb cuts and
the effect on the quality of life to the area residents.

Mr. Feuer advised that an application for a variance was received last
month for 204 Avenue S.  The applicant has not been cooperative and we
have notified the Board of Standards and Appeals, as well as the
applicant, that we would not be holding a Public Hearing until the
Planning and Zoning Committee has received the requested information.

Howard Feuer advised that there will be a Dinner, Roast and Show with
State Senator Marty Golden, Borough President Marty Markowitz and Maria
Campanella "The Ice Cream Girl"  on Sunday, January 25th from 12:30 P.M.
to 5:30 P.M. at Sirico's Restaurant.  The proceeds will benefit the new
Comprehensive Cancer Center of Maimonides Hospital.


New Business

Eileen LaRuffa advised that flu shots will be administered at Senator
Golden's office next Thursday.  Anyone who is interested should call the
Senator's office to register.

Frank Segreto reported that current building practices do not adequately
address the need for, and the requirement for parking.

AS a case in point, Mr. Segreto referred to a mixed-use building which is
being constructed at 65th Street and Bay Parkway..  The building will
contain 10 residential units, a community use facility and commercial use
space.  Construction conforms to the R-6 zoning with a commercial
overlay.

Based on current regulations, the building will call for ten (10)
residential parking spaces, 19 community use parking spaces and 25
commercial use parking spaces.  

However, under present regulations, the builder gets an automatic
reduction of five (5) residential parking spaces and can apply for an
automatic exemption of five (5) more spaces.  In addition, the builder
can also apply for automatic exemption for the 19 community parking
spaces and the 25 commercial parking spaces.  Accordingly, in this case,
the builder is providing no parking at all for this building.

Mr. Segreto proposed that the City Planning regulations be changed as
follows:  In order to more adequately reflect the number of cars in a
family, the rules should be amended to require that each residential unit
provide a minimum of 1.5 parking spaces.  In addition, the rules should
be amended to allow only one exemption per building.

Ella Nigro made a motion to accept Frank Segreto's recommendation to
amend the City Planning regulations.  Seconded by Eileen LaRuffa.
Unanimously adopted.

A motion was made by Mafalda DiMango to request that the Brooklyn Office
of City Planning attend the January meeting to provide the Board with an
update on the status of changing the R-6 designation within Community
Board 11.  Seconded by Bart Allegretti.  Unanimously adopted.  

A motion was made and seconded to adjourn.  Unanimously adopted.
