Public Portion

Lori Amato formally requested that Community Board 11 rename 81st Street between 16th and 17th Avenues in honor of her mother Josephine N. Frediani.  Mrs. Frediani was a community activist, lifelong resident of Bensonhurst and District Leader in the Republican Club.

June Johnson representing the American Cancer Society advised that the 8th Annual Relay for Life will be taking place in Bay Ridge at the Fort Hamilton Athletic Field on June 10th, 2006 from 10AM – Midnight. Relay for Life is a fun-filled overnight event designed to celebrate survivorship and raise money for research and programs of the American Cancer Society. During the event, teams of people gather at schools, fairgrounds, or parks and take turns walking or running laps. Last year’s event raised over $92,000 for the American Cancer Society.   Carlos Scissura will be this year’s Honorary Chairperson.   Flyers are available.

The Chairman inquired if anyone else from the public sought recognition.  Hearing none, a motion was made by Frank Segreto to close the Public Portion of the meeting.  Seconded by John Raffaele; unanimously adopted.

Public Hearings

I.                    Tasty P & P Inc.

Consumer Affairs License# 1156715

The applicant seeks a recommendation for an existing revocable consent to continue operating an enclosed sidewalk café abutting its existing restaurant for a period of two years.  The sidewalk café consists of 11 tables and 23 seats.

The Chairman inquired if anyone from the public sought recognition on this matter.  Hearing none, a motion was made by Frank Segreto to close the public hearing.  Seconded by Man Wai Lau.  Unanimously adopted.

II.                 Mezcals 86 Rest. Corp.
1474 86th Street
Consumer Affairs License# 1221126

The applicant seeks a recommendation for a revocable consent to operate a new unenclosed sidewalk café abutting its existing restaurant consisting of 7 tables and 17 seats for a two-year period.

The Chairman inquired if anyone from the public sought recognition on this matter.  Hearing none, a motion was made by Man Wai Lau to close the public hearing.  Seconded by Jerry Chiapetta.  Unanimously adopted.

Minutes

A motion was made by Rabbi Pollack to accept the minutes of the March 9, 2006 meeting.  Seconded by Shirley Fineman.  Unanimously adopted.

Moment of Silence

Mr. Guarinello requested a moment of silence for Dominick Miraglia,  a past board member and father of current board member Nicholas Miraglia.

Disposition of Public Hearings

Frank Segreto, Chairman of the Planning and Zoning Committee, advised that Tasty P & P also known as Andiamo Restaurant, located at 1707-1709 86th Street, is requesting approval to renew its revocable consent for an enclosed sidewalk cafe abutting its existing restaurant. 

Mr. Segreto reported that he has spoken with the owner of the restaurant who confirms that there have been no changes to either the physical enclosure or the number of tables or chairs.  Furthermore, the applicant’s architect has received a letter from the New York City Department of Consumer Affairs confirming that the number of tables and chairs remains unchanged from the original approval.

A motion was made by Louisa Verito to approve the renewal application as submitted by Tasty P & P for a revocable consent for the continued operation of an enclosed sidewalk café abutting its existing restaurant for a period of two years.  The sidewalk café consists of 11 tables and 23 seats.  Seconded by Tony Troia.  Unanimously adopted.

Mr. Segreto reported that Mezcals 86 Restaurant Corp., located at 1476 86th Street, is requesting permission to erect an unenclosed sidewalk café abutting its existing restaurant at the above address.  The proposed sidewalk café will comprise approximately 160 square feet and will contain seven (7) tables and seating for 17 patrons.  Similar outdoor cafes exist on both sides of this restaurant, accordingly, this proposed café will fit in with the character of the existing neighborhood. 

 A motion was made by Jerry Chiapetta to approve the application for a new sidewalk café at 1476 86th Street consisting of 7 tables and 17 seats.  Seconded by Man Wai Lau.  Unanimously adopted

Chairman's Report

Mr. Guarinello advised that the request to rename 81st Street between 16th and 17th Avenues in honor of Josephine N. Frediani will be referred to the Parks Committee for a recommendation.

The Chairman announced that Tony Troia will be serving as Co-Chair of the Parks Committee.

The Chairman appointed the following members to serve on the 2006-2007 Nominating Committee:  Richard DiNapoli, Chairman, Bart Allegretti, Al Campanelli, and Dr. Joe Caruana.

Mr. Guarinello advised that due to hospital closures Maimonides Hospital has forged a partnership with Victory Memorial Hospital in order to keep Victory viable.  The Chairman stated that he has been appointed to serve on the Board as a Maimonides appointee and will provide further updates as they become available.

District Manager's Report

Howard Feuer advised that during spring recess, PS 112 located at 71st Street and 15th Avenue, and PS 204 located at 81 Street and 15th Avenue, are having new sidewalks installed.

In addition, the Department of Transportation has issued a sidewalk contract for the replacement of sidewalks at various city owned properties.  Included are IS 281, IS 228, IS 96, and several libraries.  The work is scheduled to begin in late April. 

The District Manager advised that the capital project on 86th Street that calls for the replacement of sanitary sewers, storm sewers and water mains is not as extensive as originally presented.  The project was revised based upon televised inspection of the sewers and only portions of the sewers will be relined.  The replacement of the water main will be completed in stages and should take no longer than 5 days per segment.

Mr. Feuer advised that he and Marnee Elias-Pavia, ADM is attending a meeting tomorrow morning with Assemblyman Abbate, Councilman Domenic M. Recchia Jr. and the Parks Department regarding Nellie Bly Amusement Park.

The District Manager reported that he conducted a walk through of Nellie Bly park and has questions pertaining to the contract.  Many of the rides were removed and buildings were demolished.  Mr. Feuer will provide an update at next month’s meeting.

Mr. Feuer reported that he attended the 18th Avenue Board of Trade meeting this morning.  The major discussions were parking issues and summonses.  Mr. Feuer advised the merchants that the Police Department could not tolerate double-parked vehicles for safety reasons. 

Mr. Feuer re-visited the issue of oversized bus stops within Community Board 11.  He explained that at certain locations along 18th Avenue the bus stops are over half a block long taking away much-needed parking spaces.

A motion was made by Frank Segreto to call upon the Department of Transportation to explore the possibility of reducing the size of the bus stops with Community Board 11.  Seconded by Man Wai Lau.  Unanimously adopted.

Police Department

Captain Cangiarella, the Commanding Officer of the 62nd Precinct advised that he and the Community Affairs Officers are available to discuss any police related matters.

Mr. Guarinello thanked the Captain for his leadership and fine work.

Assemblyman Abbate

The Assemblyman advised that this year the budget did not have any cut on any services to the communities and includes significant tax cuts.

The Assemblyman advised that there is no longer any sales tax on clothing costing $110 or less.  This means a single item at $110 not a combined total.  The Assembly included a rebate of $125 for property owners similar to the City’s rebate.

New Business

Stan Roher discussed the proliferation of day care centers in residential homes.  He stated that he is aware that the Board took a position on this issue but requested that we once again contact the appropriate agency to discuss the matter.

Liza Kramer, representing Public Advocate Betsy Gotbaum, advised that residents could contact her office at 212-669-7250 for a variety of issues.
