Minutes of Community Board 11’s General Meeting and Public Hearing

The meeting was opened with Louis Crispiano having the honor of leading the Pledge of Allegiance.

Public Portion

The Chairman inquired if anyone from the public sought recognition.  Hearing none, a motion was made by Mafalda DiMango to close the public portion of the meeting.  Seconded by Eileen LaRuffa.  Unanimously adopted.

Minutes

A motion was made by Man Wai Lau to accept the minutes of the February 13, 2008 meeting.  Seconded by Frank Segreto.  Unanimously adopted.

Chairman’s Report

William R. Guarinello, Chairman reported that he is hopeful that Governor Paterson will be more receptive to the plight of Victory Memorial Hospital.  He further advised that approximately 8 days ago, the emergency room was on diversion with 12 patients in holding beds.   Although Victory does not receive patients through the 911-ambulance system, the hospital services over 17,000 people from our community.

There was further discussion regarding Victory Memorial Hospital.

The Chairman advised that he and Marnee Elias-Pavia attended a meeting at Brooklyn Borough Hall regarding budget issues.  Community Boards were targeted for a 5% budget reduction in fiscal year 2009.  Fortunately, Community Board 11 will not suffer the effects that other Boards may face.

The Chairman advised that he was going to send a letter to the Mayor and the Office of Management and Budget stating that the minimal savings associated with cutting the Community Boards’ budgets is a minimal amount in relation to the overall budget and the impact will be devastating to some boards.

Mr. Guarinello advised that on behalf of the board, a congratulatory letter will be sent to Daniel Wing of Boy Scout Troop 20, who will be awarded the rank of Eagle Scout.  The recognition letter will be read aloud at his ceremony, which will be held at New Utrecht Reformed Church on May 3rd.

District Manager’s Report

Marnee Elias-Pavia, Assistant District Manager, reported that on April 12, 2008 in celebration of the 2008 Great American Clean Up, Community Board 11 will be holding a community clean up.  Our goal is to remove the flyers posted on the utility poles within our community, and recycle the generated waste.

Those interested in participating can join us at St. Finbar’s Confraternity Center, on Bath Avenue and Bay 20th Street at 10AM.  Flyers are available.

The Assistant District Manager thanked Eileen LaRuffa, the Chair of the Parks and Libraries Committee, for her assistance in organizing this event.

The Brooklyn Public Library is participating in the Veterans Oral History Project.  A team of librarians are collecting and recording the stories of Brooklyn veterans.  The interviews will be archived in the Brooklyn Collection of the Grand Army Plaza Branch, as well as the Library of Congress in Washington DC.  If anyone is interested, they should contact Olivia Morales, Librarian, at 718-236-1760.

Marnee Elias-Pavia announced that the Parks Department will be holding a Boardwalk Barrels of Fun event, which is an art competition and family fun day.  The goal is to paint the trash receptacles that will be used on the boardwalk with colorful seascapes, landscapes and carnival theme art.  The event will be held on the Boardwalk between West 10th and 12th Streets, on April 5 at 10AM.  Applications are available.

A motion was made by Eileen LaRuffa to adjourn.  Seconded by Frank Segreto.  Unanimously adopted.
