Minutes of Community Board 11’s General Meeting and Public Hearing

The meeting was opened with Leone Demolfetto reciting the Pledge of Allegiance.

Public Portion

Lucretia Regina-Potter representing Congressman Fossella advised that the Congressman would be introducing legislation creating a tuition tax credit for families.  The $4,500 tax credit will help offset tuition for parochial and private schools. 

The Chairman inquired if anyone else from the public sought recognition.  Hearing none, a motion was made by Man Wai Lau to close the public portion of the meeting.  Seconded by Tom Colasanto.  Unanimously adopted.

Minutes

A motion was made by John Raffaele to accept the minutes of the meeting of May 11, 2006.  Seconded by Frank Segreto.  Unanimously adopted.

New Board Members

Camille Socci, representing Borough President Marty Markowitz, congratulated newly appointed Board Members:  Camillo Messina, Kalman Tabak and Vincent Nativo.

Ms. Socci advised that on June 28, 2006,  new board members will be sworn in by the Borough President and receive an orientation.  Official letters will be sent out.

Election of Officers

The Nominating Committee at the May 11th meeting presented the following slate of Officers for the 2006-2007 term:

Chairperson- William R. Guarinello
1st Vice Chair – Ella Nigro
2nd Vice Chair – Corrado Manfredi
Secretary – Shirley Fineman
Treasurer – Louisa Verito

The Chairman inquired if there were any nominations from the floor.

Hearing none, a motion was made by Tony Troia to accept the slate of Officers as presented by the Nominating Committee.  Seconded by Nicholas Miraglia.  Unanimously adopted.

Chairman's Report

Mr. Guarinello welcomed the newly appointed members of Community Board 11.

The Chairman advised that during the summer recess members would be receiving committee preference questionnaires.  Mr. Guarinello requested that these forms be returned to the office of Community Board 11, so that committee assignments can be made based upon preference and areas of expertise.

Mr. Guarinello advised that Senator Golden will be hosting a Support Our Troop Rally this Sunday, June 11th at John Paul Jones Park, located on 4th Avenue and 101 Street at 1 P.M.

Mr. Guarinello announced that Sergeant Calabrese, of the 62nd Precinct, who supervised the Community Affairs Unit, has retired.  He further stated that Sergeant Calabrese was an advocate of the Community Board and we will further honor his service in a formal manner in October.

Mr. Guarinello reported that a meeting was held with the 18th Avenue Merchants Association on June 1st.  The Merchants Association wants to establish a Business Improvement District, which Community Board 11 will support.

The Chairman advised that the Ben Bay Kiwanis Club would be sponsoring an open meeting with Mayor Michael Bloomberg on June 27 at 7:30 P.M.   The location has not been finalized and board members will receive notification.  In addition, the Kiwanis Club has invited Mr. Guarinello to moderate this event.

District Manager's Report

Howard Feuer reported that the concessionaire of Nellie Bly Amusement Park  was scheduled to have the park operational on Memorial Day.  He has since advised that the park will open sometime during the end of June.  Mr. Feuer had some concerns regarding the effort that was made to construct a parking lot consisting of 300 spots with the abundance of on-street parking available. 

Mr. Feuer has contacted the Parks Department questioning the plans for Nellie Bly Park.  The Request for Proposal called for a capital expenditure of a million dollars over 20 years and Mr. Feuer stated his concerns that the parking lot and the replacement of the perimeter fencing will satisfy the capital requirements. 

Mr. Feuer advised that Speaker Quinn, at the recommendation of Council Member Gentile, appointed him to serve on a Temporary Commission of Day Laborer Job Centers.  The primary purpose of the Commission is to determine whether the City should construct sites for immigrant workers to organize.  The first meeting was yesterday and there will be public hearings in the future.  

Mr. Feuer advised that he would provide updates after the summer.

The District Manager reported that Community Board 11 received a 421a partial tax exemption application for 1813-1831 83rd Street.  This property before demolition was two, two-family homes.  There are now eight buildings consisting of 24 dwelling units.   

A motion was made by Frank Segreto to oppose the application for a 421a tax exemption for 1813-1831 83rd Street.  Seconded by Man Wai Lau.  Unanimously adopted.

Mr. Feuer reported that the replacement of the water mains on 86th Street is scheduled to begin.  The contractor will start test pits this week on Bay 40th Street and move towards 24th Avenue.  The water main replacement is scheduled to begin the week of June 12th.  

A motion was made by John Raffaele to adjourn.  Seconded by Bart Allegretti.
