Minutes of Community Board 11’s General Meeting
and Public Hearing
Held on
October 11, 2006
at the
Holy Family Home, 1740
84th Street.
The meeting was opening with Barbara
Parisi reciting the Pledge of
Allegiance.

I.
Draft of Community Board 11’s
Capital and Expense Budget
Recommendations for Fiscal Year 2008.
Mr. Guarinello inquired if there were
any amendments.
Mr. Feuer advised that an addendum was
issued because Coney Island Hospital did
not respond to our inquiries regarding
the needs of their facility and they
were not listed in our draft. Mr. Feuer
reported that we do have some items that
were not previously funded and requested
that they be added to the end.
Mr. Troia requested that item 3, the
request for high-density lighting on New
Utrecht Avenue from 61 Street to 86
Street, be moved to item 1.
A motion was made by Frank Segreto to
amend the draft of Community Board 11’s
Capital and Expense Budget
Recommendations for Fiscal Year 2008, by
adding Coney Island Hospital’s request
on the bottom; and placing the request
for high-density lighting on New Utrecht
Avenue as priority number 1. Seconded
by Barbara Parisi. Unanimously adopted.
Public Portion
Thomas Neve, Executive Director of
Reaching Out Community Services, spoke
regarding their food pantry located on
Bath Avenue. The pantry, in operation
since 1992, is a non-profit, volunteer
organization dedicated to the
distribution of food and other basic
items to needy families in our
community. Mr. Neves announced that the
program is in need of support and
donations, and literature is available
for those who would like to contribute.
The Chairman inquired if anyone else
from the public sought recognition.
Hearing none, a motion was made by Stan
Roher to close the public portion of the
meeting. Seconded by Corrado Manfredi.
Unanimously adopted.
Minutes
A motion was made by Man Wai Lau to
accept the minutes of September 14,
2006. Seconded by Frank Segreto.
Unanimously adopted.
Moment of
Silence
Mr. Guarinello requested a moment of
silence in memory of Domenic F. Recchia,
father of Councilman Dominic M Recchia
Jr., who passed away last Friday.
Borough
President
Camille Socci, representing Borough
President Markowitz, advised that due to
the change of date of this month’s
meeting, she will present Perfect
Attendance Awards in November.
Ms. Socci announced that Joe Manfredi
will be honored tomorrow evening at
Borough Hall in celebration of
Italian-American Heritage month. She
invited all Board Members to attend.
Ms. Socci introduced Alice Wong, the
newly appointed liaison for Community
Board 11.
Mr. Guarinello thanked Camille for her
years of service to Community Board 11.
Chairman’s
Report
The Chairman reminded the Board that the
Borough President will be celebrating
Italian-American Heritage Month,
tomorrow night from 6 PM – 9PM, at
Borough Hall. Invitations were sent out
to all Board Members and he hopes
everyone can attend.
Mr. Guarinello discussed problems
associated with Bensonhurst having only
one cable provider servicing our
residents. He stated that this has
enabled Cablevision to monopolize the
market and does not afford our residents
the opportunity to receive the lowest
possible rates and punctual customer
service.
A motion was made by Man Wai Lau to
authorize the District Manager to
contact the appropriate parties to
discuss the monopolization of
Cablevision within our community.
Seconded by Antonio Troia. Unanimously
adopted.
Mr. Guarinello advised that Community
Board 11 has received a request from the
Trunzo family, to rename the corner of
68th Street and 18th
Avenue, to “Pasquale Trunzo Boulevard”.
The Chairman requested that the Parks
Committee review this request and make a
recommendation to the Board.
Mr. Guarinello congratulated the 62nd
Precinct on the 12.95% drop in crime, as
of September 24, 2006. In the past 13
years, crime within the 62nd
Precinct has dropped by 67%.
District Manager’s Report
Howard Feuer reported that the City
Parks Foundation is developing a Junior
Golf Center, consisting of 6 holes,
within the Dyker Beach Golf Course, 14th
Avenue between Cropsey and Bath Avenue,
and would be open only to children of
the ages 5 through 17.
Mr. Feuer stated that he attended a
meeting last night of Community Board
10’s Parks Committee. Although this
project takes place on the dividing line
of Community Board 11, our residents are
affected. No notification was issued to
our office or the residents, and we only
found out about the project when
questions were raised as to why
approximately 75 trees were removed. He
was advised that over 5 million dollars
of public and private funds were
appropriated to this project.
Mr. Feuer has concerns with many aspects
of this project. The proposal is not
family oriented because it does not
allow parents to participate with their
children. In addition, the residents
are concerned with the proposed
entrance, which is located on 14th
Avenue. He also stated that the fencing
that will separate the courses is not
high enough. Mr. Feuer fears that
children will be hit by golf balls.
The District Manager added that he was
not pleased that our Parks Committee was
not involved in the planning of this
project, even though it is not in our
district.
A motion was made by Frank Segreto to
notify the City Parks Foundation that
Community Board 11 would like to be
notified of the plans for the proposed
Junior Golf Center. Seconded by Stan
Roher. Unanimoulsy adopted.
Mr. Feuer reported that the Department
of Transportation is performing an
emergency contract for the replacement
of 150 feet of sewer on Bath Avenue
between Bay 29th Street and
Bay 32nd Street.
Mr. Feuer advised that the Department of
Transportation has responded to the
Board’s request, and they are removing
the dedicated right turn lane on Bay
Parkway at Cropsey Avenue. In order for
DOT to perform the channelization of
traffic, approximately four parking
spaces had to be removed from the North
East side of Cropsey Avenue.
The District Manger announced that the
Department of Sanitation sent mailers to
residents offering 5 free brown bags for
leaf collection. Community Board 11
does not have these bags for
distribution. Residents were advised to
obtain the bags at the locations listed
in the mailing.
A motion was made by Antonio Troia to
adjourn. Seconded by Corrado Manfredi.
